When the Need Is Greater Than What We Can Reach

In community-based nutrition programs, community screening can help identify children who may need additional nutritional support. These activities provide an opportunity to better understand children's nutritional needs and identify those who may benefit from continued assistance.

However, identifying a need does not always mean that support can immediately be provided. Sometimes, more children are identified during screening than a program has the resources to accommodate. When available funding limits program capacity, some newly screened children may not be enrolled even when a need has been identified.

This is one example of unmet need, when the need for support is greater than the resources currently available to respond to it. Understanding this gap helps show why continued support is important in communities where more children may need assistance than a program can currently reach.

Understanding Unmet Need

Unmet need occurs when a need has been identified but available resources are not enough to fully address it.

In community nutrition programs, this can become apparent during screening activities. Children are assessed, and some may be identified as needing additional nutritional support. However, programs have limits on how many children they can consistently support based on available funding and resources.

At the same time, children already enrolled in the program continue to require supplementation, growth monitoring, health education, and follow-up. These activities need to be sustained over time, which means available resources must be carefully planned before additional children can be accepted into the program.

As a result, some children identified during screening may not be enrolled when the program has reached its current capacity.

Community screening provides an opportunity to identify children who may need additional nutritional support and to better understand the needs within a community.

For coordinators and volunteers, however, screening can sometimes reveal a difficult reality: there may be more children who need assistance than the program is currently able to accommodate.

A child may be identified during screening as needing support while the program is already using its available resources to serve children who are enrolled. Without additional funding, expanding the number of beneficiaries may not be possible while maintaining the continuity of support provided to existing participants.

This creates a gap between the children who need support and the number of children the program is currently able to reach.

Why Resources Matter

Supporting a child through a community-based nutrition program involves more than providing a supplement once.

Monthly activities may include nutrition supplementation, growth monitoring, health education, caregiver engagement, and follow-up. These activities require resources that allow programs to provide consistent support over time.

For this reason, program capacity is closely connected to available funding. When resources are limited, organizations may need to carefully consider how many children they can support while continuing to provide consistent services to those already enrolled.

This means that the number of children currently receiving support does not always reflect the full level of need within a community.

The Children Behind the Need

Unmet need can be difficult to see when we look only at the number of children currently enrolled in a program. Community screening may reveal additional children who could benefit from nutritional support but cannot immediately be accommodated because of limited resources.

At the same time, programs must continue supporting children who are already enrolled. Balancing these needs can be challenging when available funding does not allow for program expansion.

For community-based organizations, this is an important reminder that identifying a need is only one part of addressing it. Resources are also needed to provide sustained support to children and caregivers.

How Additional Support Can Help

Additional resources can help programs respond to more of the needs identified within their communities.

At Bountiful Children’s Foundation Philippines, community screening helps identify children who may benefit from nutritional support, while ongoing program activities provide enrolled children with supplementation, growth monitoring, health education, and caregiver support.

When available resources are limited, however, the program’s ability to accept newly identified children is also limited. Additional support can help increase the capacity to reach children who might otherwise remain outside the program because of these resource constraints.

When Support Reaches a Community in Need

One example of how additional support can help address an identified community need is the nutrition program in Barangay Calanaga, Rapu-Rapu, Albay. Bountiful sought funding to provide nutritional support to children and pregnant or lactating mothers in the community, and LDS Credit Cooperative approved PHP 126,000 to support the project.

The 12-month project was designed to provide nutritional support to 20 underweight and/or stunted children under five and 10 pregnant or lactating mothers. The project includes nutritional supplementation, nutritional monitoring, growth assessment, and caregiver education.

The program officially launched in Calanaga on August 21, 2026. During the launch, Bountiful welcomed and screened new recipients, conducted a storytelling session and health lessons, and provided nutritious meals. This gave the organization an opportunity to begin responding to nutritional needs identified in the community.

The Calanaga project shows how additional resources can help turn an identified need into an opportunity for action. While programs must work within their existing resources and capacity, support from funding partners can make it possible to reach communities where additional nutritional assistance is needed.

Supporting a community-based nutrition program therefore means more than helping provide a single distribution. It can help create the capacity needed to reach more children and provide continued support over time.

Unmet need reminds us that the children currently receiving support are not necessarily the only children who need it.

Every community screening can provide a clearer picture of the children who may benefit from additional nutritional support. When the number of children identified is greater than the number a program can accommodate, it highlights the gap between the need that exists and the resources currently available.

Closing that gap requires cooperation among caregivers, communities, organizations, volunteers, partners, and donors.

For Bountiful, continued support can help create greater capacity to respond when communities reveal needs that existing resources cannot fully meet. With stronger support, more children may have the opportunity to receive nutritional assistance, growth monitoring, and caregiver education to support their healthy growth and development.

Every child identified is a reminder of the work that remains. When communities and supporters work together, more children can have the opportunity to receive the support they need to grow healthy and thrive.
